Community Led Family Support Services

Leicester City Council is seeking a single provider to deliver a new Community Led Family Support Service across the city. The service will provide sustained, relationship-based and practical support to families where neglect is an ongoing concern but where intervention from Family Help or statutory Children’s Social Care is not required at the point of referral.

The commissioned service is intended to improve children’s daily lived experience by helping families make and sustain positive changes in areas including parenting capacity, home conditions, family routines, family functioning, and engagement with support services.

The procurement is being undertaken through a Competitive Flexible Procedure under the Light Touch Regime.

Deadline – 2 September 2026, 12:00pm

Contract Value – £2,800,000

Delivery Length – 4 January 2027 to 3 December 2030, with the option to extend for up to a further four years on a 2+2 basis, subject to funding.

Service Details

The Community Led Family Support Service will provide citywide support for families where neglect is a persistent concern but remains below Family Help or statutory safeguarding thresholds.

The successful provider will deliver relationship-based and practical interventions designed to improve children’s day-to-day lives by supporting families to make lasting improvements in:

• Neglect
• Parenting capacity
• Family routines
• Home conditions
• Family functioning
• Engagement with support services

Leicester City Council is seeking a single supplier to deliver the service across the city.

Evaluation Criteria

Tenders will be evaluated using the following criteria:

• Quality – 70%
• Price – 30%

Procurement Process

The procurement will be conducted in three stages:

Stage 1 – Initial Tender Submission

Suppliers must submit all required tender documentation. Responses will be assessed against the published scoring methodology, with the three highest-scoring suppliers progressing to interview.

Stage 2 – Tender and Clarification Interview

Shortlisted suppliers will attend clarification interviews to explore and clarify their tender submissions.

Stage 3 – Recommendation for Award

Following evaluation and interviews, the Council will make its recommendation for contract award.
