Community Based Daytime Opportunities

The Borough Council of Calderdale, in partnership with NHS West Yorkshire Integrated Care Board (ICB), has opened a procurement for the provision of Community Based Daytime Opportunities for adults across Calderdale. The contract is being procured under the Light Touch Regime and will operate as a multi-award arrangement, allowing an unlimited number of successful providers to join with no guarantee of work.

The service is designed for adults aged 18 and over who have eligible care and support needs, including older people, people living with dementia, individuals with learning disabilities, physical disabilities, sensory impairments, physical ill health, and mental health conditions. While providers can determine which client groups they wish to support, the primary focus of the service is to meet the needs of people with learning disabilities and older people, including those with dementia.

The aim of the service is to enable people attending community-based daytime opportunities to lead full and active lives while promoting independence, wellbeing, quality of life, and value for money. Referrals will be based on the choice of the individual receiving the service or their carer.

The procurement is being delivered jointly by Calderdale Council and NHS West Yorkshire Integrated Care Board under a single lot. Where services are fully funded by the ICB, they will be delivered under NHS contract terms and conditions. All other services will operate under the Council’s contract terms.

Contract Value: £31,500,000 excluding VAT (£37,800,000 including VAT)

Delivery Length: Initial five-year contract from 1 April 2027 to 31 March 2032, with the option to extend by up to a further 24 months (maximum term to 31 March 2034)

Evaluation Criteria

Contracts will be awarded on the basis of 100% quality.

Tenderers must achieve a minimum quality score of 50% (15 out of 30 marks) to be eligible for award. There is no restriction on the number of providers that may be appointed to the contract.

Procurement Information

The opportunity is being procured through an Open Procedure under the Light Touch Regime.

The contract has been identified as being suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

A bidder event will be held via Microsoft Teams on 20 July 2026, with interested organisations required to register using the published RSVP form.

The procurement represents a significant long-term opportunity for providers delivering community-based daytime support services that promote independence, choice and meaningful outcomes for adults with a wide range of care and support needs across Calderdale.
