Community Alcohol and Drug Recovery Services – Support to Families (affected by others drug and alcohol use) Tender

Glasgow City Council is seeking a provider to deliver a community-based support service for families affected by another person’s harmful drug and alcohol use as part of its Community Alcohol and Drug Recovery Services programme.

The service will be delivered across Glasgow and will provide flexible support for families at different stages of recovery. The successful provider will deliver a network of services designed to build supportive and resilient family relationships while helping individuals affected by harmful alcohol and drug use access practical advice, emotional support, and recovery-focused interventions.

According to the Council, the service forms a key component of Glasgow’s recovery-orientated system and will contribute to wider community recovery support.

Service Overview

The successful provider will deliver:

  • Free and confidential practical advice, information and emotional support.
  • Support for families affected by a family member’s harmful alcohol and drug use.
  • Support for kinship carers and informal carers with caring responsibilities arising from harmful alcohol and drug use.
  • Group-based support sessions, with limited one-to-one support where appropriate.
  • Outreach surgery and group support within local communities to improve accessibility and awareness.
  • Support that builds natural social networks and enables families to move towards informal sources of support.
  • Short break and respite interventions for children and young people aged 0–16, ranging from one hour to a maximum of four hours.

The service must provide suitable accommodation from which to deliver support alongside outreach provision across Glasgow’s Health and Social Care Partnership locality areas.

Evaluation Criteria

The procurement will be evaluated using:

  • Quality – 70%
  • Price – 30%

Bidders must achieve a minimum score of 60 in all award questions to be eligible for contract award.

Provider Requirements

Providers must meet the minimum qualifying criteria set out within the procurement documentation, including:

  • Relevant Care Inspectorate registration for services to children and young people (Care at Home and Housing Support).
  • A minimum Care Inspectorate grade of 3 (Good) for relevant registered services.
  • Participation in the Protecting Vulnerable Groups (PVG) Scheme.
  • Registration with the Scottish Social Services Council (SSSC) for relevant roles.
  • Compliance with the Health and Social Care Staffing (Scotland) Act requirements.
  • Appropriate health and safety arrangements, insurance requirements, and financial viability standards.
  • Access to suitable premises from which to deliver the service.

The contract will be block funded annually based on minimum required service delivery levels of 95%.
