Cleveland Victim Support and Restorative Justice Service

The Office of the Police and Crime Commissioner for Cleveland is seeking a provider to deliver an integrated Victim Support and Restorative Justice Service across the Cleveland Police force area, with an estimated contract value of £2.37 million excluding VAT.

The service will support victims of crime and anti-social behaviour (ASB) across Hartlepool, Middlesbrough, Redcar and Cleveland, and Stockton-on-Tees, providing a single pathway combining universal victim support with needs assessment, emotional and practical assistance, and access to restorative justice opportunities where appropriate.

The requirement supports priorities within the 2024-2029 Police and Crime Plan to ensure appropriate support for victims and vulnerable people and to tackle offending and re-offending.

The commissioned service will provide an integrated approach to victim support and restorative justice, including:

• Universal victim support
• Assessment of individual needs

• Restorative justice opportunities where appropriate
• A seamless pathway bringing victim support and restorative justice together within a single service model

Restorative justice opportunities should be accessible to victims at any appropriate stage of their journey.

The service is expected to operate through a victim-centred and trauma-informed approach, with provision that is accessible, proportionate to individual need and focused on achieving positive outcomes for victims while managing increasing demand effectively.

The opportunity is identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
