Children’s Services Care at Home Service

East Lothian Council is seeking a provider to deliver a Children’s Services Care at Home Service to support children and young people affected by disability across East Lothian.

The service is designed to provide child-centred, outcome-focused care and support that enables children and young people to remain active and included within their local communities while meeting identified care needs. Support may include assistance with personal care and the administration of medication where required.

The specification places the Getting It Right for Every Child (GIRFEC) principles at the centre of service delivery. Providers will be expected to work in partnership with the Council and families to promote outcomes that help children and young people to be safe, healthy, achieving, nurtured, active, respected, responsible and included. The Council also highlights the importance of personalised and flexible support that responds to individual needs and circumstances.

The contract also allows for additional services to be commissioned for individual children or young people through an Individual Purchase Agreement where agreed by the Council.

Evaluation Criteria

The procurement will be evaluated using:

  • Quality / Technical – 70%
  • Price / Commercial – 30%

Providers will be required to:

  • Hold the appropriate Care Inspectorate registration for the services delivered.
  • Ensure relevant staff are registered with the Scottish Social Services Council (SSSC) or another appropriate professional body where applicable.
  • Deliver services in accordance with the Health and Social Care Standards.
  • Ensure staff undertaking medication-related tasks are appropriately trained.
  • Comply with Protecting Vulnerable Groups (PVG) requirements and relevant Scottish safeguarding legislation.
  • Maintain appropriate insurance cover and organisational policies, including safeguarding, GDPR, health and safety, equality, whistleblowing and modern slavery.
  • Demonstrate appropriate financial standing in line with East Lothian Council’s financial assessment requirements.

This opportunity offers experienced children’s care providers the chance to deliver personalised care at home services that promote independence, inclusion and positive outcomes for children and young people with disabilities across East Lothian through a partnership approach with the Council and families.
