Children with Disabilities Social Inclusion Framework

Stirling Council is inviting providers to apply to join a new framework for the delivery of social inclusion services for children and young people with disabilities across Stirling.

The framework covers social inclusion-based activities designed to promote positive relationships, experiences, and opportunities for children and young people, while also providing high-quality short breaks for parents and carers.

The procurement is being undertaken under the light-touch provisions of the Public Contracts (Scotland) Regulations 2015 and will establish a flexible framework that can be reopened to admit new providers at the Council’s discretion.

According to the Council, the framework is intended to improve social inclusion and participation for children and young people with disabilities through community-based activities and support.

  • Social inclusion-based activities for children and young people with disabilities.
  • Activities that promote positive relationships, experiences and opportunities.
  • High-quality short breaks that provide respite for parents and carers.

Evaluation Criteria

Applications will be assessed against the following:

  • Mandatory exclusion grounds.
  • Due diligence checks.
  • Ability to meet the service specification.
  • Best Value, balancing quality and cost.
  • Acceptance of Stirling Council’s terms and conditions.

Provider Requirements

Providers must:

  • Hold, or commit to obtaining before contract commencement, the required insurance levels:
    • Employer’s Liability Insurance – £10 million
    • Public Liability Insurance – £5 million
    • Motor Vehicle Insurance – £5 million, where vehicles are used to transport children.
  • Confirm any required authorisations or professional memberships applicable within their country of establishment.
  • Provide examples demonstrating relevant experience in delivering comparable services.

Stirling Council has also announced two provider briefing sessions to support prospective applicants. These will take place via Microsoft Teams on 10 July 2026 and 15 July 2026.
