The Office of the Police and Crime Commissioner for Lancashire is seeking a provider to deliver domestic abuse support for victims as part of the Child Focused Courts model.

Child Focused Courts represents a complete reform of the family courts system, adopting an investigative and problem-solving approach to improve the experience of family courts for children while providing additional domestic abuse support for victims.

Buyer – Police and Crime Commissioner for Lancashire

Deadline – 28 August 2026, 11:59am

Contract Value – £1,024,053.30 excluding VAT (£1,228,863.96 including VAT)

Delivery Length – 17 November 2026 to 31 March 2028, with the option to extend to 31 March 2030 through two additional 12-month extensions, subject to confirmation of funding and future commissioning arrangements following expected PCC changes.

Service Details

The contract is for the provision of an Independent Domestic Violence Adviser (IDVA) Support Service to support the Child Focused Courts model.

The model aims to:

  • Improve the experience of family courts for children.
  • Adopt an investigative and problem-solving approach within the family courts system.
  • Provide additional domestic abuse support for victims.

The procurement falls under the following service classifications:

  • Miscellaneous health services
  • Social work and related services

Evaluation Criteria

Tenders will be evaluated using the following weighting:

  • Quality: 80%
  • Price: 20%
