CHILD FOCUSED COURTS: INDEPENDENT DOMESTIC VIOLENCE ADVISER (IDVA) SUPPORT SERVICE

The Police and Crime Commissioner for Northumbria, together with the Office of the Police and Crime Commissioner for Cleveland and the Police and Crime Commissioner for Durham, has launched a procurement for an Independent Domestic Violence Adviser (IDVA) Support Service as part of the Child Focused Courts programme.

The Child Focused Courts model aims to improve the experience and outcomes of private law children cases, particularly for adult and child victims of domestic abuse. The approach focuses on the early identification of risk, increased engagement with children, bespoke support for victims, and a streamlined court process.

The opportunity is particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

Contract Information

Buyer – The Police and Crime Commissioner for Northumbria, the Office of the Police and Crime Commissioner for Cleveland, and the Police and Crime Commissioner for Durham

Deadline – 24 August 2026, 12:00pm

Contract Value – £684,096.30 excluding VAT (£820,915.56 including VAT)

Delivery Length – 17 November 2026 to 31 March 2028

Service Details

The contract is for the delivery of an Independent Domestic Violence Adviser (IDVA) Support Service as part of the Child Focused Courts programme.

The programme is intended to:

  • Improve the experience and outcomes of private law children cases.
  • Support adult and child victims of domestic abuse.
  • Enable earlier identification of risk.
  • Increase engagement with children.
  • Provide bespoke support for victims.
  • Deliver support within a streamlined court process.

The procurement falls under the following service classification:

  • Legal services

The contract will cover the North East of England.

Evaluation Criteria

Tenders will be evaluated using the following weighting:

  • Quality: 60%
  • Price: 40%

  • Enquiry Deadline: 17 August 2026, 12:00pm
  • Tender Submission Deadline: 24 August 2026, 12:00pm
  • Estimated Award Decision Date: 4 September 2026

Tenders must be submitted electronically in English via the In-Tend procurement portal.

The Ministry of Justice and Cafcass are participating in the procurement as evaluators.

The opportunity represents a collaborative commissioning exercise aimed at supporting victims of domestic abuse within private law children proceedings through the Child Focused Courts model across the North East.
