Child Exploitation Specialist Support Service

Nottinghamshire County Council is seeking to appoint an experienced provider to deliver a child-centred support service for children and young people affected by Child Sexual Exploitation (CSE) and Child Criminal Exploitation (CCE), including care leavers up to the age of 25.

The Council is looking to commission a single provider to deliver a high-quality, outcomes-focused service that offers value for money through efficient and innovative delivery. Bidders are required to identify the level of service, including the number of hours that can be delivered within the available funding. Buyer – Nottinghamshire County Council

Deadline – 4 August 2026 – 5:00pm

Contract Value – £710,500

Delivery Length – Initial contract from 1 January 2027 to 30 June 2028, with the option to extend for two further 12-month periods until 30 June 2030.

Tenders will be evaluated using the following weighting:

  • Quality – 70%
  • Price – 30%

Participation Requirements

Bidders must demonstrate recent experience of delivering services similar to those required under this contract, ideally within the public sector. Organisations without directly comparable contracts may provide details of their wider relevant experience as outlined within the procurement documentation.

The Council will undertake a financial assessment, including credit checks where available, and may request additional financial information such as audited accounts, profit and loss statements or cash flow forecasts where required.

The opportunity is identified as being particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

Contract Information

The procurement documentation advises that future national policy changes and Local Government Reorganisation (LGR) may affect the contract during its lifetime. Should governance or organisational changes occur, the Council reserves the right to transfer, assign or novate the contract to successor authorities in accordance with applicable legislation. Tenderers are required to submit bids on this basis, with no additional charges or termination rights arising solely as a result of these changes.

This opportunity provides experienced organisations with the chance to deliver specialist support for children, young people and care leavers who have experienced or are at risk of exploitation, helping to improve outcomes across Nottinghamshire.
