Care & Support with Community Accommodation Light Touch Dynamic Purchasing System

Surrey County Council, alongside NHS Surrey Heartlands Integrated Care Board and NHS Frimley Integrated Care Board, is undertaking a joint procurement for a Care & Support with Community Accommodation Light Touch Dynamic Purchasing System (DPS).

The commissioners describe Care and Support with Community Accommodation as supported independent living arrangements designed to maximise independence and self-determination for individuals requiring accommodation and organised support.

Support provided through the DPS may include:

• Assistance with developing daily living skills
• Personal care, where required
• Practical support to help people participate in society and live active lives

The specification states that individuals should be able to make choices and decisions without excessive influence or interference and should have access to the support needed to maintain independence.

Supported independent living arrangements under the DPS may be delivered through:

• Self-contained owner-occupied or rented accommodation
• Shared Lives schemes
• Shared accommodation settings

The Shared Lives model supports matching individuals with carers willing to share their home on a long-term basis.

The Council also confirmed that people within supported independent living arrangements should hold their own assured shorthold tenancy or licence agreement, enabling them to remain in their home and change support provider if they wish.

• Lot 2: Level two LDA Supported Independent Living
• Lot 3: Level one PDSI Supported Independent Living
• Lot 4: Level two PDSI Supported Independent Living
• Lot 5: Level one Mental Health – A Place to Call Home
• Lot 6: Level two Mental Health – A Place to Call Home
• Lot 7: Level one Mental Health – Support to Recover
• Lot 8: Level two Mental Health – Support to Recover
• Lot 9: Shared Lives WAA (Working Age Adults)
• Lot 10: Scheme-wide Care and Support (WAA)
• Lot 11: Independent living from age 16 years (WAA)
• Lot 12: Multi-disciplinary bespoke packages (WAA)
• Lot 13: 100% Health Funded / CHC (WAA)
