Avon and Wiltshire Mental Health Partnership NHS Trust (AWP) has launched an early market engagement exercise ahead of a future procurement for the provision of an integrated NHS 111 Mental Health Crisis Response Service (111 Option 2).
The Trust is seeking to understand the level of market interest and any barriers providers may face in delivering the service. The engagement relates to a future requirement for a provider to deliver the call handling element of the NHS 111 Option 2 pathway for individuals experiencing a mental health crisis across both adult (18 years and over) and children and young people (under 18 years) pathways.
Under the proposed model, the appointed provider will be responsible for access, triage, and call management, while Avon and Wiltshire Mental Health Partnership NHS Trust will retain responsibility for all clinical assessment activity, clinical decision-making, and associated outcomes.
The provider will be expected to operate within a matrix management model, maintaining responsibility for its own governance arrangements, professional standards, and areas of specialist expertise while working collaboratively with strategic and operational partners to deliver an integrated service.
The service forms part of the NHS England requirement for callers selecting the mental health option via NHS 111 to be connected directly to a dedicated mental health response service operating 24 hours a day, seven days a week. The service will work alongside urgent and emergency care pathways, crisis services, community mental health teams, acute hospitals, ambulance services, primary care, and voluntary sector partners.
The Trust has confirmed that all documents and information issued as part of this engagement are in draft form and may be amended. Participation in the engagement exercise does not guarantee an invitation to any future procurement process.
