BwD Alcohol and Drugs Misuse Prevention, Treatment and Recovery Service

Blackburn with Darwen Borough Council is seeking providers to deliver an integrated drug and alcohol treatment, prevention and recovery service for adults and young people. The procurement covers specialist community treatment, prevention and recovery support across three lots, with services designed to improve health and wellbeing through person-centred, strength-based approaches.

The integrated service will provide structured community treatment for adults and young people who use drugs, including illegal and prescription drugs, and alcohol. Services will include criminal justice-linked interventions and support, working alongside the Children and Young People’s Service and Recovery Infrastructure Organisation.

The procurement has been divided into three lots:

  • Lot 1 – Integrated Drug and Alcohol Treatment, Prevention and Recovery Service for Adults and Young People
  • Lot 2 – The Provision of the Children and Young People’s Drug and Alcohol Use Service
  • Lot 3 – Provision of Recovery Infrastructure Organisations

Lot 1 focuses on specialist treatment, prevention and recovery services, with an emphasis on early intervention, resilience, self-care, harm reduction, prevention and recovery to improve health and reduce health inequalities.

Lot 2 aims to reduce drug and alcohol-related harm for children, young people, families and communities by strengthening wellbeing, supporting resilience and helping young people make informed choices within the wider context of their lives.

Lot 3 covers the delivery and development of the Blackburn with Darwen Recovery Infrastructure Organisation. The service will complement structured treatment and statutory provision by supporting engagement, progression and sustained recovery through partnership working. Providers will not deliver structured clinical treatment or prescribing interventions but will be expected to develop a locally responsive delivery model informed by lived experience and community need.

Deadline – 13 August 2026, 10:00am

Contract Value – £26,510,000

Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for up to 30 months until 30 September 2032.

Participation Requirements

The procurement is reserved for suppliers from Lancashire.

The opportunity is identified as being particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)
