Luton Council’s Housing Needs Department is seeking providers to join The Partnership Delivery Framework for Rough Sleeping/Homelessness, an Open Framework Scheme established to support the commissioning of short, medium and long-term grant-funded services for people who are homeless, at risk of homelessness, rough sleeping, or at risk of rough sleeping.
The framework has been developed to provide a transparent and competitive route for awarding funding while enabling the Council to respond quickly where grant conditions require rapid procurement and mobilisation of services. It is intended to support single people and couples without children in their care through a range of accommodation, outreach and support services.
The framework will operate through five service lots, allowing providers to apply for one or more areas of provision.
The framework will admit a maximum of 50 suppliers and all call-off contracts will be awarded through further competition. The opportunity is identified as being particularly suitable for small and medium-sized enterprises (SMEs)and voluntary, community and social enterprises (VCSEs).

Delivery Length: Framework commencing 1 April 2027 with an estimated end date of 30 March 2035. Individual lots are expected to run from 1 April 2027 to 30 March 2031, with the possibility of extension to 30 March 2035, subject to funding availability and satisfactory provider performance.
