Alternative Provider Medical Services (APMS) at Cranbrook Medical Practice to NHS Devon Integrated Care Board

NHS Devon Integrated Care Board is seeking a prime provider to deliver Alternative Provider Medical Services (APMS) at Cranbrook Medical Practice in East Devon.

The contract will provide GP-led primary medical services for a growing community, with the successful provider expected to deliver integrated primary care while working collaboratively with NHS, local authority and wider healthcare partners. The procurement is being undertaken as NHS Devon Integrated Care Board and NHS Cornwall and Isles of Scilly Integrated Care Board prepare for their planned merger from April 2027.

Service Overview

The successful provider will deliver Primary Care Medical Services in accordance with the APMS contract and will:

• Provide GP-led primary medical services to registered and temporary patients within the practice boundary.
• Operate the practice from 08:00 to 18:30, Monday to Friday, excluding Bank Holidays.
• Work collaboratively with NHS and non-NHS partners, including district nursing, social care, mental health services, acute trusts and the UK Health Security Agency (UKHSA).
• Participate in local collaborative working arrangements, including Primary Care Networks (PCNs), improved access services and future neighbourhood teams.
• Participate in the Quality and Outcomes Framework (QOF) and the delivery of Directed Enhanced Services (DES).
• Enter into the local Primary Care Network Agreement and associated data-sharing arrangements.
• Deliver Local Enhanced Services through the appropriate NHS contracting mechanism.

The current registered patient list is 6,481 (June 2026). Cranbrook is a growing community where the population is expected to increase significantly as residential development continues.

Delivery Length: Initial contract term of 10 years commencing on 1 April 2027, with the option to extend by up to a further five years, giving a maximum contract duration of 15 years (180 months).

This procurement is being undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023 (PSR). The notice confirms that the Public Contracts Regulations 2015 and the Procurement Act 2023 do not apply to this procurement.
