Adult Integrated Substance Misuse Treatment and Recovery Services

The London Borough of Haringey is seeking providers to deliver Adult Integrated Substance Misuse Treatment and Recovery Services, providing specialist assessment, treatment, recovery support and harm reduction interventions for adults experiencing drug and alcohol misuse.

The procurement is being undertaken under the Health Care Services (Provider Selection Regime) Regulations 2023using a competitive process. The Council is seeking providers to deliver evidence-based, recovery-focused services that support individuals to achieve and maintain recovery while improving their health, wellbeing and social outcomes.

The contract has been divided into two lots, with providers able to bid for either or both services.

Lots Available

Lot 1 – Adult Alcohol Treatment and Recovery Service
Estimated value: £6,840,408 (excluding VAT)

The service will provide a comprehensive alcohol treatment and recovery offer for residents aged 18 and over, including advice and information, screening and brief interventions, outreach and engagement, psychosocial support, community alcohol detoxification, recovery planning and aftercare. The provider will work with health, social care, housing, criminal justice and voluntary sector partners to reduce alcohol-related harm, improve health outcomes and promote recovery. The Council has stated the service must be trauma-informed, co-produced with people with lived experience and designed to provide equitable access for Haringey’s diverse communities.

Lot 2 – Adult Drug and Alcohol Recovery Service
Estimated value: £2,051,164 (excluding VAT)

This service will support adults aged 18 and over to build and sustain long-term recovery from substance use through person-centred, recovery-focused support. Services will include psychosocial interventions, peer support, mutual aid, recovery planning, aftercare and recovery check-ups. The provider will work as part of the Haringey Addictions Treatment and Recovery System (HARTS), collaborating with treatment services, community organisations and statutory partners to reduce harm, prevent relapse and support residents to live healthy and independent lives. The service will also be co-produced with people with lived and living experience.

Buyer – London Borough of Haringey

Deadline – 25 August 2026 – 1:00pm

Contract Value – £8,891,572 (excluding VAT)

Delivery Length – 1 April 2027 to 31 March 2030, with the option to extend for up to a further 12 months

  • Key Criteria Assessment – 70%
  • Price – 30%

Procurement Information

The procurement will be conducted using the Open Procedure under the Light Touch regime.

The opportunity is suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, community and social enterprises (VCSEs)

The Council has confirmed that the procurement is subject to the Health Care Services (Provider Selection Regime) Regulations 2023. The Procurement Act 2023, Procurement Regulations 2024 and the Public Contracts Regulations 2015 do not apply to this award.
