A Bed Every Night Phase 6

Oldham Metropolitan Borough Council is seeking a provider to deliver support and day-to-day building management for its A Bed Every Night (ABEN) service, which provides accommodation for people sleeping rough in Oldham.

ABEN has operated in the borough since October 2018 and has developed from a communal night shelter into a 24-hour accommodation service offering self-contained provision.

The current service provides 33 bedspaces across three buildings, including one emergency bed and six spaces specifically allocated to people with No Recourse to Public Funds (NRPF).

The accommodation buildings are held by the Council through private sector leases. Oldham Council funds the accommodation leases and most utility costs, less rebates recovered through Housing Benefit and service charges.

The service supports approximately 90 to 120 people each year, with the number of people accommodated primarily influenced by the availability of suitable move-on accommodation.

The main 18-bed building operates as a 24-hour central hub, with support and housing management delivered across all three locations.

ABEN forms part of wider partnership working between Oldham Metropolitan Borough Council and the Greater Manchester Combined Authority (GMCA) to support residents who are homeless or at risk of homelessness. This work also includes the Rough Sleepers Initiative (RSI).

Funding for ABEN is provided through a GMCA grant made up of contributions from a number of sources, including Public Health, Probation and the Mayor’s Fund. GMCA has confirmed its intention to continue funding the services for a further three years, with the most recent grant award covering 1 April 2026 to 31 March 2029.

The procurement is particularly identified as suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).

The maximum overall contract term, including extensions, will be no greater than five years.

The opportunity provides a substantial commissioning route for organisations experienced in homelessness support, accommodation-based services and housing management. With provision covering up to 33 people at any one time, including dedicated NRPF accommodation, the contract will support Oldham’s ongoing response to rough sleeping and homelessness.
