Islington Council is seeking a single provider to deliver a borough-wide community-based Breastfeeding Peer Support Service, providing both in-person and virtual support to families across Islington.
The primary aim of the service will be to increase the prevalence of exclusive breastfeeding at six to eight weeks after birth and beyond. Delivery will combine local volunteer and paid peer supporters to provide accessible support to families through a range of community and maternity-based channels.
The service will also be expected to work as part of Islington’s wider early years system, referring and signposting families to relevant local services where appropriate.

The service is expected to contribute to priorities within the Islington Together 2030 plan, including Child Friendly Islington, Greener Healthier Islington, Empowering People and Community Wealth Building.
The Council has stated that additional grant funding may become available during the contract term to support further services directly related to the contract. Any additional funding is not guaranteed.

Delivery Length: 1 April 2027 to 31 March 2030, with options to extend for up to a further 48 months in two periods of up to 24 months each, potentially taking the contract to 31 March 2034

Any extensions will be at the Council’s sole discretion and will be subject to satisfactory performance, continued service need and the availability of funding.

Bidders must demonstrate appropriate economic and financial standing, with the successful supplier required to maintain appropriate levels of insurance as detailed in the procurement documents.
Organisations must also demonstrate relevant experience and technical capability in delivering breastfeeding support, peer support, public health, maternity, early years or related community health services.
The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSE).
The procurement is being conducted through an open procedure under the light touch regime.
The opportunity represents a substantial long-term community health contract for providers with experience in breastfeeding, maternity, peer support or early years provision, with a clear focus on improving breastfeeding outcomes and providing accessible support to families throughout Islington.
