The Royal Borough of Kingston upon Thames has launched a procurement for the delivery of 0-19 Health Visiting and School Nursing services. The opportunity is being undertaken under the Provider Selection Regime (PSR) Competitive Process, with the new contract scheduled to begin on 1 April 2027.

The commissioned service will provide health visiting and school nursing services for children and young people aged 0–19 across the borough. The authority is seeking a provider capable of delivering the service throughout the contract period, with an option to extend.

Service Overview

The procurement covers the provision of a comprehensive 0-19 Health Visiting and School Nursing service across the Royal Borough of Kingston upon Thames.

The contract will commence on 1 April 2027 and run until 31 March 2032, with the option to extend for a further 24 months.

As this is a Provider Selection Regime procurement, the award will be made under the Health Care Services (Provider Selection Regime) Regulations 2023.

The procurement will be evaluated using:

  • Quality – 70%
  • Price – 30%

The contracting authority also confirmed that the key selection criteria comprise:

  • Quality – 60%
  • Social Value – 10%
  • Price – 30%

Bidders must successfully meet the basic selection criteria and conditions of participation before progressing to the key selection criteria evaluation stage.

Regulatory Requirements

Providers must hold Care Quality Commission (CQC) registration.

Economic, financial standing and technical capability requirements are set out within the procurement documentation.

Additional Information

The procurement documents require bidders to complete Appendices D through J and Appendices 1 through 6 in accordance with the guidance provided within the tender documentation.

Tenders must be submitted electronically via the ProContract London Tenders Portal.
