Ofsted continues monitoring Bright Horizons nurseries after legal safeguarding notice

Ofsted is continuing regulatory activity at Bright Horizons nurseries after the childcare group was issued with a legal notice over significant weaknesses in safeguarding leadership, governance and oversight.

The regulator served Bright Horizons Family Solutions Limited with a Welfare Requirements Notice in June after carrying out extensive regulatory activity across the group’s nurseries. The action followed concerns raised after a serious safeguarding incident in September 2025 and subsequent inspections, regulatory visits, telephone calls and engagement with senior leaders between October 2025 and June 2026.

Bright Horizons operates 247 settings across England. Ofsted said its risk-based regulatory work had involved inspections, site visits and direct engagement with senior leaders at 172 nurseries, with breaches of requirements identified at 69 settings. Where breaches were identified, details of the concerns and action required were published against the individual nursery concerned.

The regulator said some settings were not meeting safeguarding and welfare requirements because of “significant weaknesses in organisational safeguarding leadership, governance, oversight and practice”. Ofsted subsequently took the unusual step of serving a Welfare Requirements Notice at group level, requiring Bright Horizons to address the identified failures.

The notice required a series of actions to be completed by 1 August, including ensuring senior leaders understood and effectively applied safeguarding policies and procedures within their oversight roles. Bright Horizons was also required to ensure safeguarding arrangements were implemented consistently across its settings and that leaders had effective systems for identifying and responding to safeguarding concerns.

Ofsted stressed that the group-level action did not mean concerns had been identified at every Bright Horizons nursery. The regulator said the majority of settings continued to meet requirements, but concluded that the company had not demonstrated it could ensure safeguarding was consistently effective across its provision. Parents were advised to check the most recent Ofsted information for their individual nursery.

Regulatory activity has continued since the notice was issued. Ofsted records show further action at individual Bright Horizons settings during July and August, including published updates for nurseries such as Finsbury Park and Farnborough. Ofsted had previously said it would continue monitoring the group’s response to ensure the required improvements were made.

The wider regulatory action followed a serious safeguarding case involving a former Bright Horizons employee. Ofsted said concerns following the incident prompted the extensive programme of regulatory activity across the organisation, rather than limiting its response to a single setting.

Bright Horizons has acknowledged that a serious breach of trust occurred at one of its nurseries and said the incident did not reflect the standards and everyday care across the wider organisation. The company says it has been strengthening safeguards through measures including safer recruitment, safeguarding training, whistleblowing arrangements, leadership oversight and internal and external auditing.

The case comes amid wider scrutiny of safeguarding within England’s early years sector. The government announced more than £8 million a year in additional funding for Ofsted in June, including plans for 3,000 additional unannounced nursery visits and stronger regulatory checks. Ministers are also working with Ofsted to review how nursery chains are regulated so that risks spanning groups of providers can be identified and addressed more effectively.

Ofsted’s continuing activity means individual Bright Horizons nurseries may be subject to further inspection or regulatory action as the watchdog assesses whether safeguarding requirements are being met. The regulator has maintained that parents should look at the latest report or regulatory update for their particular nursery, rather than assuming the findings at group level apply equally to every setting.
