NHS and construction industry sign landmark agreements to deliver next generation of hospitals

The NHS has reached a major milestone in its New Hospital Programme, with NHS trusts and leading construction organisations signing long-term partnerships to deliver the next generation of hospitals across England.

Announced by the Department of Health and Social Care on 30 July, the agreements cover 11 hospital schemesstretching from Greater Manchester and the East of England to Cornwall. The partnerships mark the transition of the New Hospital Programme from planning into delivery, with construction teams and NHS organisations now working together under a new collaborative model.

The agreements will support the rollout of Hospital 2.0, the programme’s standardised approach to designing, building and operating NHS hospitals. The model combines national design standards, digital innovation and modern methods of construction to improve quality, productivity and consistency while allowing hospitals to meet the needs of their local communities.

According to the government, the new approach is intended to deliver hospitals more efficiently by encouraging NHS trusts and construction partners to share expertise, adopt common standards and continuously improve delivery across multiple projects, rather than treating each hospital as a standalone scheme. The programme also aims to strengthen the construction supply chain, create a more predictable pipeline of work and support the development of skills across the sector.

Health Minister Karin Smyth described the Hospital 2.0 Alliance as “an important milestone” for the New Hospital Programme, saying the partnerships combine national consistency with local leadership to deliver hospitals that are “safer, more sustainable and designed to meet the needs of patients and staff for generations to come.”

The announcement builds on the government’s wider New Hospital Programme, which is investing in 46 hospital schemes across England. Hospital 2.0 is expected to deliver future-proofed healthcare facilities featuring flexible clinical spaces, greater use of digital technology, improved infection prevention measures, enhanced sustainability and designs intended to support patient flow and staff wellbeing.

The first wave of partnership agreements now enables participating NHS trusts and their construction partners to begin delivering hospitals using the new model, with the government saying the approach will help create modern healthcare environments that better serve patients, staff and local communities for decades to come.
