Merthyr Tydfil Awards Domiciliary Care Framework Across Six Service Zones

Merthyr Tydfil County Borough Council has awarded its new Domiciliary Care Framework 2026, establishing a framework for the delivery of home care services across six geographical service zones.

The framework covers the delivery of domiciliary care services across the North, Central and South areas of Merthyr Tydfil and is expected to run from 1 November 2026 to 31 October 2032, with the option to extend for a further two periods of two years, subject to satisfactory performance and continued demand for the service.

North Zone Lot 1 (N1)

Central Zone Lot 2 (C2)

The contract has been awarded to:

South Zone Lot 1 (S1)

The framework lot has an estimated value of £7,950,000 excluding VAT (£9,539,998 including VAT).

South Zone Lot 2 (S2)

The framework lot has an estimated value of £7,950,000 excluding VAT (£9,539,998 including VAT).

Procurement Details

Award decisions for all six lots were made on 3 July 2026, with assessment summaries issued to tenderers on 6 July 2026. The standstill period ends on 17 July 2026, with contracts expected to be signed from 31 July 2026.

The procurement was carried out using a competitive flexible procedure under the Light Touch Regime.

Tender interest varied across the framework, with 8 tenders received for each North Zone lot, 9 tenders for each Central Zone lot, and 6 tenders for each South Zone lot.

The framework will deliver domiciliary care services across the Central Valleys.
