London Borough of Sutton Awards Housing Support Service for Vulnerable Adults

London Borough of Sutton has awarded a contract for the provision of a Housing Support Service for Vulnerable Adults to support single adults aged 18 and over who are experiencing, or are at risk of, homelessness.

The service is designed for vulnerable adults with mental health needs, substance misuse problems, experience of domestic abuse, or a history of offending. It will provide short-term housing support across 119 units of supported accommodation, alongside short-term floating support for 40 individuals per year living in temporary accommodation, social housing or private rented accommodation.

The provider will also be responsible for the housing management of furnished supported accommodation and delivering an out-of-hours concierge service. These additional services will be funded through Housing Benefit eligible rent rather than the housing support contract.

The service aims to support vulnerable adults to live independently through housing-related support and supported accommodation, promoting recovery, social inclusion and wellbeing.

Contract Award

The contract has a value of £4.6 million (excluding and including VAT).

The contract is expected to run from 1 April 2027 to 31 March 2030, with the option to extend to 31 March 2032 through two optional 12-month extension periods.

Procurement Details

The award decision was made on 9 June 2026, with assessment summaries issued to tenderers on 17 June 2026. The earliest anticipated contract signature date is 1 December 2026.

The procurement was carried out through an open procedure under the Light Touch Regime. A total of 20 tenders were received and assessed, with 16 submitted by SMEs and 2 by VCSE organisations.

The contract will deliver housing support services across Merton, Kingston upon Thames and Sutton.
