A home care provider in Leicestershire has been awarded an ‘Outstanding’ rating by the Care Quality Commission (CQC) following its first inspection, with inspectors praising the service for delivering compassionate, person-centred care supported by strong leadership.

Radfield Home Care Loughborough, Charnwood & Melton Mowbray, which provides personal care to people living in their own homes, achieved an overall rating of Outstanding after inspectors found the service consistently placed people at the heart of the care it delivered.

Outstanding for Caring and Leadership

The CQC rated the service:

  • Outstanding for Caring
  • Outstanding for Well-led
  • Good for Safe
  • Good for Effective
  • Good for Responsive

Inspectors found that people receiving support spoke highly of their care, describing staff as compassionate, reliable and committed to helping them maintain their independence. Strong relationships between care staff and the people they supported were highlighted as a key strength of the service.

The report also recognised the provider’s leadership team for creating a positive culture where staff were supported to deliver consistently high-quality care.

What Helped the Service Stand Out?

According to the inspection, leaders ensured people received continuity of care by allocating consistent care staff wherever possible. This allowed trusted relationships to develop while giving carers a better understanding of people’s individual preferences and routines.

Inspectors also noted that people’s needs were assessed thoroughly, taking into account their mobility, communication needs, home environment and protected characteristics. Care plans were reviewed regularly to ensure support continued to reflect changing needs, with families involved where appropriate.

Why This Matters

Outstanding ratings remain relatively uncommon within adult social care, particularly for newly registered services.

For providers across the home care sector, this inspection reinforces that exceptional care is not solely measured by clinical outcomes. Consistency, compassionate relationships, strong communication and visible leadership all play an important role in achieving positive experiences for people receiving care.

The findings also highlight the value of giving care professionals sufficient time during visits to build meaningful relationships, rather than focusing solely on completing tasks.

The Bigger Picture

Demand for home care continues to increase as more people choose to receive support within their own homes rather than residential settings.

As expectations around personalised care continue to grow, providers are increasingly being assessed on how well they understand the people they support, respond to changing needs and create services centred around individual outcomes.

For organisations preparing for future CQC assessments, the report provides a positive example of how investing in leadership, workforce stability and person-centred care can contribute to outstanding performance.

Looking Ahead

While every service faces its own challenges, the inspection demonstrates that achieving an Outstanding rating is possible when strong leadership is matched with compassionate care and a clear focus on the individual.

For providers across the health and social care sector, the message is clear: outstanding care begins with understanding the person behind the care plan.
