Hampshire County Council Awards Contract for Care Act and Occupational Therapy Assessments

Hampshire County Council has awarded a contract for the delivery of Care Act and Occupational Therapy Assessments to help reduce assessment backlogs and support timely care planning across the county.

The contract will provide 300 Occupational Therapy (OT) assessments and 200 Care Act Assessments and/or Care Act Reviews. The service is intended to reduce waiting lists, support timely decision-making for care planning, promote independence, safety and wellbeing, and enable access to appropriate equipment, adaptations and services.

The scope of the contract includes Care Act assessments and reviews, Mental Capacity Act (MCA) assessments where required, Carers Assessments, support with Continuing Healthcare (CHC) Decision Support Tool processes, and a range of Occupational Therapy assessments, including functional, moving and handling, equipment and minor adaptations assessments.

The supplier is expected to complete all Care Act Assessments by 31 December 2026 and all Occupational Therapy Assessments by 31 March 2027.

The contract has a value of £350,000 (including VAT).

The contract is expected to run from 31 July 2026 to 31 March 2027, with the option to extend until 30 June 2027 if the 500 assessments have not been completed by the advertised contract end date.

The council also has the option to commission up to an additional 200 assessments during the contract at the tendered price.

Procurement Details

The award decision was made on 2 July 2026, with the earliest anticipated contract signature date of 23 July 2026.

The procurement was carried out as a below-threshold open competition under the Light Touch Regime.

A total of 12 tenders were received, with 10 assessed at the final stage. All 10 final-stage tenders were submitted by small and medium-sized enterprises (SMEs).

The contract will deliver health and social work services across Hampshire and the Isle of Wight.
