A care home in Luton has been placed into special measures after the Care Quality Commission (CQC) found significant concerns relating to safety, governance and the quality of care being provided to residents.
Castletroy Residential Home, which provides accommodation and personal care for older people and people living with dementia, was rated Inadequate following an inspection carried out after concerns were raised about the service. The home’s overall rating has fallen from Good to Inadequate.
Following the inspection, the CQC rated the service:
As a result, the regulator has placed the service into special measures and will closely monitor the home while improvements are made.
Inspectors found a number of issues that raised concerns about people’s safety and wellbeing.
The report highlighted problems with care planning and risk assessments, with some records containing inaccurate or contradictory information. Inspectors also found concerns relating to medicines management, infection prevention and control, staff training and the home’s ability to identify and respond to risks.
The CQC also identified concerns regarding the use of restrictive practices, fire safety procedures and the effectiveness of governance systems within the home. Inspectors concluded that management oversight had not been sufficient to identify or address emerging issues before they impacted people using the service.
Despite the findings, many residents and relatives told inspectors they felt safe and were generally satisfied with the care being provided.
The inspection noted that staff were observed to be kind and caring towards residents, and some families spoke positively about the support their loved ones received. The registered manager also began taking action to address concerns following feedback from inspectors.
Special measures represent one of the most significant regulatory interventions available to the CQC.
The process is designed to protect people receiving care while giving providers a structured opportunity to make the necessary improvements. Services placed into special measures are subject to increased regulatory scrutiny and must demonstrate significant progress within a defined timeframe.
For care providers, the inspection highlights the importance of robust governance systems, accurate care planning and effective oversight of risk. Many of the concerns identified were not isolated incidents but reflected wider failures in monitoring and quality assurance processes.
Across the adult social care sector, regulators continue to place significant emphasis on leadership, governance and patient safety.
While compassionate staff remain essential to delivering good care, inspections increasingly focus on whether organisations have the systems, processes and oversight needed to identify risks early and drive continuous improvement.
For providers, the report serves as a reminder that strong governance is not simply a regulatory requirement—it is fundamental to protecting the people who rely on care services every day.
The CQC has confirmed it will continue to monitor Castletroy Residential Home closely while improvements are implemented.
The provider will be expected to address the concerns identified and demonstrate sustained progress if it is to improve its rating and exit special measures.
For the wider sector, the inspection reinforces a clear message: safe care depends not only on dedicated staff, but also on effective leadership, strong governance and a culture that identifies and addresses risks before they impact people’s lives.
