Caerphilly Awards 16 Plus Support Service Contract

Caerphilly County Borough Council has awarded a contract for the provision of a 16 Plus Support Service for young people aged 16 to 18 who are Children Looked After and Care Leavers.

The service will support young people known to Social Services and receiving support through the council’s 16+ Team. The provision will be available primarily to individuals holding category 1, 2 and 3 status as defined under the Social Services and Wellbeing (Wales) Act 2014.

Following an open tender process, Taff Housing Association has been selected to deliver the service.

Contract Details

The contract has a value of £2,995,284 excluding VAT (£3,594,340 including VAT).

The initial contract term will run from 3 July 2026 to 30 June 2030, with the option to extend for up to a further 24 months on an annual basis, potentially taking the agreement through to June 2032.

The award decision was made on 10 June 2026, with assessment summaries issued to tenderers on 23 June 2026. The standstill period is scheduled to conclude on 2 July 2026, with contract commencement expected on 3 July 2026.

The procurement was conducted through an open procedure under the Light Touch Regime. A total of 11 tenders were received, with five progressing to the final assessment stage. All five final-stage submissions were received from small and medium-sized enterprises and voluntary, community and social enterprises.
