Provision of housing related support for people living at An Lac House in Cambridge
Cambridgeshire County Council
Scotland Excel is inviting providers to join its Flexible Framework for Fostering and Continuing Care Services, with an estimated total value of £345 million excluding VAT. The framework will help local authorities across Scotland access nurturing family homes for children and young people with care experience.
The framework covers two service options, supporting children and young people whose needs range from routine fostering support to placements requiring additional health, emotional or psychological care.
The framework is divided into two lots:
Both lots have a framework duration of 72 months. Providers may submit tenders for both lots.
The estimated lot values may change, and appointment to the framework does not guarantee any business or continuity of work.
Providers must hold and maintain the regulatory registrations required for the services offered, including registration with the Care Inspectorate where applicable.
The stated minimum participation requirements include:
Tenderers must meet these selection requirements themselves and cannot rely on the capacities of other organisations to satisfy them. Providers must also hold the regulatory registrations required by law and provide the relevant registration details.
Tenderers must identify the staff assigned to deliver the contract and their professional qualifications. Subcontracting is not permitted for any part of the service for which the provider is required to hold a regulatory registration.
Further eligibility, insurance, quality threshold and participation requirements are set out in the procurement documents on PCS-Tender. Community benefit commitments are also required as described in the tender documents.
The framework is being procured by Scotland Excel for the benefit of its member local authorities and other eligible participating bodies. It may allow new providers to join and existing providers to apply to vary their service offering, subject to the framework terms.
This opportunity may suit fostering providers and organisations delivering continuing care for children and young people across Scotland. Providers with the required regulatory registrations, financial standing, insurance cover and experience supporting children with differing levels of need may wish to review the procurement documents before submitting a tender. However, framework appointment does not guarantee contract awards or a specific volume of business.
