London’s Violence Reduction Unit – Pan London Tertiary Service

The Mayor’s Office for Policing and Crime (MOPAC) is seeking a provider to deliver a pan-London Tertiary Service for young people aged 11–25 experiencing the highest levels of harm, vulnerability, violence and exploitation. The service will provide intensive, relationship-based support, strengthen safeguarding and coordinate access to specialist services to improve young people’s safety, wellbeing and stability.

The estimated contract value is £14,832,385.20 including VAT, with delivery expected to begin in March 2027.

Service Requirements

The appointed provider will deliver specialist, needs-led support to young people affected by violence and exploitation across London. The service will build on the Violence and Exploitation Support Service (VESS), which is due to end in June 2027, and form part of the VRU’s wider public health approach to violence reduction.

Key responsibilities include:

  • Intensive one-to-one support: Provide sustained, relationship-based support through named practitioners who can build trust and maintain engagement with young people experiencing complex needs.
  • Safeguarding and risk reduction: Respond to immediate safeguarding concerns, address underlying drivers of harm and help reduce the risk of further violence and exploitation.
  • Tailored interventions: Develop support around each young person’s circumstances, strengths, risks and aspirations, including housing, family relationships, mental health, education, training and employment.
  • Advocacy and system navigation: Help young people access and engage with relevant statutory, voluntary and community services.
  • Multi-agency collaboration: Work with local authorities, criminal justice services, education providers, health services, community and voluntary organisations, and other VRU tertiary programmes.
  • Trauma-informed and culturally competent delivery: Apply gender-responsive approaches, lived experience, reflective practice and an understanding of young people’s identities and experiences.
  • Local integration and pan-London learning: Strengthen local safeguarding and violence reduction responses while sharing effective practice, learning and intelligence across boroughs.

The service will support young people experiencing established or repeated harm, entrenched circumstances, multiple interconnected risks or escalating contextual risks. Examples include young people affected by exploitation, harmful peer groups, missing episodes linked to violence, housing insecurity, family breakdown or disengagement from education and employment.
