Location: London

VRU – Mayor’s Youth Clubs Safety Programme

The Mayor’s Office for Policing and Crime (MOPAC) is seeking a specialist organisation to deliver the Mayor’s Youth Clubs Safety Programme across London, with a potential total contract value of £4,300,000 excluding VAT.

The programme will provide specialist support to young people affected by, or at risk of, violence and exploitation across 33 Mayoral-funded youth clubs in London’s 32 boroughs and the City of London. It aims to improve safety, strengthen safeguarding pathways and help young people access appropriate support and opportunities.

Service Requirements

The successful provider will establish a network of specialist youth workers to work alongside youth club partnerships and provide targeted support to children and young people at greater risk of harm.

Key responsibilities include:

  • Specialist youth work: Build trusted relationships with young people and maintain a regular presence across the Mayoral-funded youth clubs.
  • Individual support: Assess needs and vulnerabilities, provide tailored one-to-one interventions and undertake casework where appropriate.
  • Safeguarding and risk assessment: Identify risks associated with violence, exploitation, domestic abuse, online harms and other forms of extra-familial harm.
  • Referrals and partnerships: Connect young people with statutory, community and specialist services, involving families and guardians where appropriate.
  • Contextual safeguarding: Work with youth clubs and local authority partners to assess risks in and around youth club environments and deliver peer-group interventions where appropriate.
  • Workshops and group activities: Deliver targeted sessions, workshops and drop-ins in response to local needs and emerging risks.
  • Local and London-wide collaboration: Strengthen connections between youth clubs, local authorities, safeguarding partnerships, education and health services, community organisations and violence reduction programmes.
  • Trauma-informed practice: Embed cultural sensitivity, lived experience and trauma-informed approaches throughout service delivery.

The programme will operate across the 33 Mayoral-funded youth clubs, with an expected ratio of at least two youth clubs per specialist youth worker. It will focus particularly on adolescents and young people aged 14–24, while allowing earlier preventative support where appropriate.

The opportunity identifies small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs) as particularly suitable participants.
