Community Life Choices 2027

Leicestershire County Council is establishing a new Community Life Choices (CLC) Framework to support adults aged 18 and over who are eligible for social care support under the Care Act 2014.

The framework will provide services designed to promote independence, wellbeing, community participation and positive personal outcomes across Leicestershire and Rutland.

Lots Available

Lot 1 – Group activities within a defined base and out in the wider community: Group and one-to-one community support, including travel training, employment and volunteering support, community activities and, where required, personal care.

Lot 2 – Managed Personal Assistants: One-to-one support through Personal Assistants recruited and managed by the provider, with the aim of enabling individuals to manage their own PA arrangements in the future. Personal care is not included within this lot.

Contract Value: £56,000,000 including VAT

Delivery Length: 7 June 2027 to 6 June 2030, with an option to extend to 6 June 2032

Evaluation Criteria

Applications will be assessed on a pass/fail basis for Price and Quality. Providers passing all required elements will be awarded a place on the framework.

The framework has no maximum number of suppliers and is particularly suitable for SMEs and voluntary, community and social enterprises (VCSEs).

This represents a significant framework opportunity for adult social care and community support providers delivering services that promote independence and community participation.
