The Police and Crime Commissioner for Warwickshire is seeking an experienced provider to deliver criminal justice-related drug and alcohol referral services for adults across Warwickshire.

The contract covers an Arrest Referral Service within Warwickshire police custody settings, alongside substance misuse assessments, interventions and referrals. The provider will also operate within Leamington Justice Centre, completing court-requested suitability assessments for community sentences and providing information to Probation staff to support Pre-Sentence Reports.

Services will include holistic substance misuse assessments, early intervention, harm reduction advice, brief interventions and referrals into community drug and alcohol treatment and wider support services. The provider will also undertake suitability assessments for Drug Rehabilitation Requirements and Alcohol Treatment Requirements.

The requirement will be awarded as a single contract with no separate lots. TUPE is expected to apply to relevant transferring employees.

Evaluation Criteria

Conditions of Participation will be assessed on a pass/fail basis. The technical assessment includes:

• Proposed Service Delivery Model – 25%
• Contract Mobilisation – 5%
• Social Value – 10%
• Additional technical areas including engagement, motivation and referral into treatment
• Financial Model – assessed for credibility and sustainability but not given a standalone weighting
• Presentation and Q&A – no standalone weighting
