CQC Takes Further Action to Protect People at Wakefield Care Home

The Care Quality Commission (CQC) has begun further regulatory action against a Wakefield care home after inspectors found standards had deteriorated despite previous enforcement action.

Brantwood Hall Care Home, operated by Roseberry Care Centres Wakefield Limited, has again been rated inadequate and remains in special measures following an inspection in July.

The home provides personal care and support for up to 29 people, including people living with dementia. It has not been accepting new admissions since its previous inspection in February after Wakefield Council imposed restrictions because of concerns about standards of care.

CQC returned to assess whether improvements had been made after previously identifying breaches relating to staffing and the management of the service and issuing two warning notices.

However, inspectors found the home remained in breach of both regulations and identified two additional breaches relating to person-centred care and safe care and treatment.

The safe and well-led areas of the service remain rated inadequate, while effective, caring and responsive have all fallen from requires improvement to inadequate.

Inspectors raised concerns about people’s dignity, independence and quality of life.

CQC said one resident, whose isolation and lack of meaningful engagement had already been highlighted at the previous inspection, continued to spend their time in their room and had experienced a deterioration in mobility.

Two people who required walking frames were not provided with them while in communal areas, limiting their ability to move independently.

Inspectors also found examples where people’s dignity and comfort were not maintained. One person’s catheter bag was positioned in view of their open bedroom door, while another person was found lying on a bed without bedding or a pillow.

Other concerns included inadequate monitoring of skin damage, insufficient dementia training among some staff, a lack of dementia-friendly activities and resources, and people not always receiving appropriate support with personal hygiene.

Victoria Marsden, CQC deputy director of adult social care in the north, said leaders had failed to address concerns identified during the February inspection and that the quality of care had “deteriorated even further”.

She said inspectors had seen a lack of compassion which placed people at risk of harm and that leaders had been told where rapid improvements were required.

Brantwood Hall remains in special measures and will continue to be closely monitored by CQC. The regulator is also working with the local authority to protect residents.

CQC has now begun the process of taking further regulatory action against Roseberry Care Centres Wakefield Limited. The provider has the right to appeal.
