A Norfolk home care provider has achieved an outstanding rating across every area assessed by the Care Quality Commission (CQC), with inspectors highlighting its person-centred approach, investment in staff and innovative use of artificial intelligence.
Home Instead Mid Norfolk, based in Hingham and operated by Net Care Mid Norfolk Limited, received the highest possible overall rating following its first inspection, which concluded in July.
The domiciliary care agency provides personal care to people living in their own homes, including those with dementia, sensory impairments and physical disabilities. At the time of the inspection, 47 people were receiving support from the service.
Inspectors rated the provider outstanding for being safe, effective, caring, responsive and well-led, finding that people were placed at the centre of their care and supported to maintain their independence.
Care visits were delivered consistently and punctually, helping people feel reassured about who would be visiting them and when. The service also matched care workers with people based on shared interests, preferences and personality traits, helping them develop meaningful relationships rather than focusing solely on completing care tasks.
Inspectors heard that staff had developed detailed knowledge of the people they supported, enabling them to recognise subtle changes which could indicate a health problem. In one case, a care worker noticed a change in a person’s mouth and contacted their GP after the individual reported soreness and difficulty eating certain foods.
The service’s use of artificial intelligence was also highlighted during the inspection. AI was being used to help capture information and create personalised care plans reflecting who each person was, their individual needs and what they wanted to achieve from their care.
Technology was also being used to monitor changes in people’s needs, helping staff identify when additional action might be required. This allowed referrals to healthcare professionals to be made earlier where necessary and supported efforts to keep people safe and well at home.
Inspectors found staff provided support which made people feel exceptionally safe, while people receiving care and their relatives reported high levels of confidence in the workforce. Leaders were described as approachable, dependable and well informed, with staff confident they could raise concerns and that appropriate action would be taken.
The provider was also found to have strong links with its local community. Leaders operated an open-door policy at the Hingham office and worked with professionals and charities to increase awareness and understanding of challenges facing older people.
Staff training and wellbeing were another area of strength. New employees received training tailored to their roles, while existing staff were encouraged to undertake additional qualifications to develop their skills and improve the support they could provide.
Inspectors found the registered manager and senior leadership team had created an inclusive and compassionate workplace where staff felt valued and supported. Events and incidents were treated as opportunities to learn and improve rather than simply problems to resolve.
The service also worked effectively with other organisations and healthcare professionals, helping people receive coordinated care when support was required from different services.
The CQC concluded that people were at the heart of the way Home Instead Mid Norfolk operated, with strong leadership and a committed workforce contributing to consistently high standards of care.
