The London Borough of Hounslow is seeking providers for a new multi-supplier framework to deliver its Holiday Activities and Food (HAF) Programme for eligible children and young people across the borough.
The programme will provide activities and nutritious food during school holiday periods in line with Department for Education HAF requirements. Provision will include enriching activities, physical activity, healthy lifestyles support and signposting alongside food provision.
The framework has an estimated total value of £807,200 and is divided into four lots covering different areas of Hounslow alongside a borough-wide specialist SEND service.
Providers may tender for one or more lots and can be appointed to multiple lots where they meet the relevant requirements.
The framework is expected to commence on 1 March 2027 for an initial two-year period, with the option for two further 12-month extensions. Extensions will depend on continued Department for Education HAF funding, satisfactory performance, ongoing service requirements and approval from the Council.
This lot covers HAF provision across Feltham, Hanworth and Bedfont.
Providers will deliver activities for eligible children and young people during school holidays, including nutritious food, enriching activities, physical activity, healthy lifestyles support and signposting.
Up to 10 providers may be appointed.

This lot covers HAF provision across Hounslow, Cranford and Heston, incorporating the same core programme requirements around food, activities, physical exercise, healthy lifestyles and signposting.
Up to 9 providers may be appointed.

Providers appointed to this lot will deliver HAF services across Chiswick, Brentford and Isleworth.
Services will support eligible children and young people during school holiday periods through nutritious food and a programme of enriching and physical activities alongside healthy lifestyles support and signposting.
Up to 8 providers may be appointed.

This borough-wide lot is specifically for HAF provision supporting eligible children and young people with special educational needs and disabilities.
Providers will need to demonstrate suitable specialist capability, staffing arrangements, accessibility and support to meet individual needs while delivering the wider requirements of the HAF Programme.
Up to 6 providers may be appointed.
Estimated Lot Value: £201,800 including VAT
The estimated award decision date is 27 November 2026.
The opportunity has been identified as particularly suitable for small and medium-sized enterprises (SMEs) and voluntary, community and social enterprises (VCSEs).
Tenders will be evaluated using the following criteria:
Quality accounts for 80% of the overall evaluation, with price representing 20%.
Each lot will be evaluated separately, allowing providers that meet the required standards to secure places on one or multiple lots, subject to the maximum number of providers permitted for each lot.
Prices submitted under the framework must remain within the Council’s specified maximum rates:
Individual services will be commissioned through Call-Off Contracts.
Call-Offs may be awarded either without reopening competition or through a competitive selection process.
Where competition is not reopened, the Council may select an eligible provider from the relevant lot based on factors including suitability, geographical coverage, venue availability, capacity, mobilisation requirements, specialist or SEND requirements, delivery arrangements, price and value for money.
Where a competitive selection process is used, eligible providers within the relevant lot will be invited to respond to the specific requirement.
Appointment to the framework does not guarantee providers any minimum volume or value of work.
The procurement is being conducted using a competitive flexible procedure under the light-touch regime.
Tenderers will submit a full tender, which will be assessed against the published mandatory requirements, conditions of participation, Pass/Fail requirements and award criteria.
There will be no separate participation stage, negotiation, dialogue or multiple tendering rounds.
The framework provides opportunities for children’s activity providers, community organisations, food and holiday programme operators and specialist SEND providers to participate in Hounslow’s school holiday provision, with particular opportunities for SMEs and VCSE organisations.
