Tender for the Provision of All Age Advocacy Service for Adults and Children

The London Borough of Hounslow is seeking a provider to deliver an all-age advocacy service supporting vulnerable adults and children to understand their rights, express their wishes and participate in decisions about their care, support and treatment.

The contract has an estimated value of £2.31 million excluding VAT and will initially run for five years from April 2027, with the option to extend for up to a further two years.

The Advocacy Service Hub will bring together a range of statutory and wider advocacy functions, covering mental health, mental capacity, the Care Act, NHS complaints and children’s advocacy.

Service Requirements

The service will be required to fulfil the Council’s statutory advocacy duties while providing accessible support to vulnerable individuals.

The Advocacy Service Hub will cover five core elements:

  • Element A – Independent Mental Health Advocacy Service
  • Element B – Independent Mental Capacity Advocacy and Liberty Protection Safeguards (LPS) Relevant Person Representative (RPR)
  • Element C – Care Act & Generic Advocacy
  • Element D – Independent NHS Complaints Advocacy
  • Element E – Children’s Advocacy

The service will support individuals to maximise their independence, choice and control and enable them to participate actively within their communities.

Providers will also be expected to ensure people can access appropriate information, advice and signposting to help them make informed decisions about their own care and support requirements.

Information must be available through accessible formats where required, including Easy Read, large print, audio and multiple languages, alongside interpretation and translation support where necessary.

The service will also be expected to engage underrepresented groups by working with community organisations and outreach networks.

A key focus will be ensuring individuals are supported to understand their rights, communicate their wishes and participate fully in decisions concerning their care and treatment.

Contract Information

The enquiry deadline is 18 September 2026 at 11:59pm, with the Council’s estimated award decision scheduled for 31 December 2026.
