London Borough of Harrow is inviting tenders for the provision of a Third Sector Support Service designed to strengthen Voluntary, Community and Faith Sector (VCFS) organisations operating across Harrow.

The service will be delivered through a designated VCFS Infrastructure Organisation and will focus on helping local organisations build capacity, secure funding, attract volunteers and develop a more resilient and sustainable voluntary and community sector.

The opportunity is estimated at £452,790 and will initially run for three years, with the potential for extensions of up to a further three years.

Service Requirements

The appointed provider will be responsible for delivering accessible support to VCFS organisations through a range of channels.

Support will focus on helping organisations to:

  • Identify, access and secure alternative funding opportunities
  • Strengthen organisational capacity
  • Attract and retain volunteers
  • Generate and diversify sources of income
  • Improve organisational resilience and sustainability
  • Develop stronger collaboration across the local VCFS

The service is also expected to help organisations respond to an increasingly competitive funding environment, changing local needs and growing demand for community-based services and support.

Through the contract, the Council is seeking to strengthen the capacity of Harrow’s VCFS to meet the needs of local residents.

The procurement is being conducted through an Open procedure, with electronic submissions permitted.

The opportunity is identified as particularly suitable for SMEs and voluntary, community and social enterprises (VCSEs).

Evaluation Criteria

Tenders will be evaluated using the following criteria:

  • Quality – 70%
  • Price – 20%
  • Social Value – 10%

The estimated award decision date is 23 November 2026.

The opportunity provides VCFS infrastructure organisations with a potential long-term role in supporting the development and sustainability of Harrow’s voluntary, community and faith sector, with a particular focus on funding, organisational capacity, volunteering and resilience.
