Early Learning and Childcare Flexible Framework (Nurseries)(Reopening August 2026)

East Dunbartonshire Council is seeking suitably qualified and experienced providers to join its existing flexible framework for the provision of early learning education and childcare services across East Dunbartonshire.

The framework, reference EDC/2023/3838, has previously been established and is now reopening to allow new providers to apply. Organisations already appointed to the framework do not need to resubmit in order to retain their place.

The framework has a stated duration of 48 months and allows new applicants to apply at points throughout its duration.

Service Requirements

The requirement covers the provision of early learning and childcare services, with the main procurement classification covering pre-school education services.

New entrants will be admitted to the framework under the same requirements applying to the original tender exercise.

As part of the participation requirements, bidders are required to complete the Financial Vetting Questionnaire. Providers should complete the contract value within the questionnaire based on their own estimated annual intake from the contract.

Selection criteria relating to technical and professional ability are contained within the procurement documents.

Providers are also required to identify the names and professional qualifications of staff assigned to the performance of the contract.

The framework is being established with several operators and is not divided into separate lots.
