Protecting Vulnerable People (PVP) Investigators

The Police and Crime Commissioner for Lincolnshire is seeking external support for its Protecting Vulnerable People (PVP) investigation activity, with an estimated contract value of £500,000 excluding VAT.

The requirement covers a range of investigative and victim-focused activities, including supervisor reviews, victim contact and needs assessments, case file building, statement taking and evidence review.

The Contracting Authority’s preferred approach is for the appointed provider to supply a dedicated team capable of operating largely self-sufficiently rather than providing individual resources on an ad hoc basis.

Service Requirements

External support is required across several areas of PVP investigation activity.

Supervisor Reviews

Reviews must be undertaken by suitably experienced and qualified personnel. Previous PIP2 supervisory experience is essential.

Victim Contact and Needs Assessments

Personnel will be required to contact victims and complete Victim Needs Assessments (VNAs).

Candidates must be able to review and understand an officer’s enquiry log, identify relevant information about the progress of a case and communicate updates to victims calmly and empathetically.

Policing or Criminal Justice System (CJS) experience is required, alongside the ability to listen to victims and explain relevant police and CJS processes.

File Building

Personnel must have suitable experience in building cases within a policing environment, including an understanding of disclosure rules and working with the Crown Prosecution Service (CPS).

Statement Taking

Candidates must have previous experience recording formal MG11 statements from victims and witnesses. Experience of taking statements remotely is preferred.

Evidence Review

Personnel undertaking evidence reviews, including digital evidence, must have previous policing or CJS experience. PIP2 experience is identified as helpful.

Candidates must be capable of working methodically through complex datasets to determine information that may be evidential to an investigation or disclosable to the defence.

Team Structure and Coordination

The Contracting Authority is receptive to the appointment of a senior resource who would act as the single point of contact (SPOC) for the team and coordinate activities in response to requests from the local Detective Inspector (DI).

This individual will need to demonstrate the ability to supervise a small team, organise activity methodically and prioritise workloads according to risk and operational demand.

The provider will also be expected to embed appropriate quality assurance processes within its delivery model to minimise rework and avoid creating additional workload for Detective Inspectors.

The Contracting Authority considers that an effective team structure could comprise:

  • 1 Supervisor
  • 5 Practitioners

The final structure is subject to the experience, capability and competency of the resources provided.
