Accommodation Based Support Service for Care Leavers and Vulnerable Young People aged 16 – 21

Wokingham Borough Council is seeking a provider to deliver accommodation-based support for vulnerable young people aged 16–21, including children in care and care leavers.

The service will provide safe, high-quality accommodation alongside tailored support to help young people build the skills, confidence and resilience needed to move towards adulthood and independent living.

Support will be flexible and based on individual needs, with a focus on safety, wellbeing, independence, positive relationships and participation in education, employment and training.

The provider will be expected to work collaboratively with young people, Wokingham Borough Council and relevant partner agencies to support individual outcomes.

The service will also contribute to the Council’s corporate parenting responsibilities, providing young people with stability, support and opportunities as they transition towards sustainable accommodation and greater independence.

Service Requirements

The accommodation and support model will be designed around the individual needs of young people aged 16–21.

Key areas of support include:

  • Providing safe and high-quality accommodation
  • Developing skills for adulthood and independent living
  • Building confidence and resilience
  • Promoting safety and wellbeing
  • Supporting greater independence
  • Encouraging positive relationships
  • Supporting engagement with education, employment and training
  • Working in partnership with young people, the Council and relevant agencies
  • Helping young people progress towards sustainable accommodation and positive outcomes
