Greater Manchester Combined Authority (GMCA) is seeking a provider for a major Inclusion Health service supporting adults experiencing co-occurring homelessness, substance misuse and mental ill health across Greater Manchester.

The opportunity has an estimated value of £15 million excluding VAT and will establish a single-supplier framework available to GMCA and Greater Manchester local authorities.

The service will directly support or signpost people experiencing multiple disadvantage. For this contract, multiple disadvantage is focused specifically on people experiencing the combined challenges of homelessness, substance misuse and mental ill health.

The appointed provider will be expected to deliver an equivalent or enhanced staffing structure and coverage compared with existing arrangements across local authorities and current programmes, including RSPARG local authorities, Greater Manchester Housing First and RSAP, alongside individual local authority arrangements in Manchester and Bolton.

Service Model

A key requirement of the commission is to create a more joined-up approach across services and remove barriers affecting both individuals and the workforce.

The provider will be expected to integrate existing GMCA homelessness programmes and areas of delivery within the Enhanced Live Well offer.

Support will include direct treatment and interventions for people accepted through professional referrals and caseloads. The service is also expected to reach a wider group of people experiencing rough sleeping and co-occurring conditions through regular attendance at drop-ins and day centres and through engagement with other professionals.

Providers will be required to work strategically with other organisations delivering Inclusion Health support across Greater Manchester. This includes identifying opportunities to jointly support the workforce in line with Enhanced Live Well and integrated neighbourhood approaches.

The successful organisation will also take a Lead Provider role in developing collaborative relationships and partnerships within this contract, including with Lot 1 – GP Primary Care and Lot 2 – Palliative Care Service, as well as across the wider Greater Manchester Inclusion Health system.

Framework Information

The procurement will establish a single-supplier framework, although the procurement notice states that the maximum number of suppliers is unlimited.

Call-off contracts will be awarded without further competition through a direct award selection process. The relevant contracting body will provide the successful supplier with the applicable scope of services, with quotations based on the prices and/or rates submitted through the tender.

The framework may be used by GMCA and Greater Manchester local authorities.

The opportunity is identified as particularly suitable for voluntary, community and social enterprises (VCSEs).

The two potential 12-month extensions are subject to funding and Provider Selection Regime regulations. The estimated award decision date is 15 December 2026.

Evaluation Criteria

The procurement will use a two-stage assessment process with the following overall weightings:

  • Stage 1 Quality – 70%
  • Price – 10%
  • Stage 2 Quality – 20%

Stage 1 will be open to the market and will comprise Conditions of Participation and Invitation to Tender requirements, including the quality questions and price assessment.

Following evaluation, the three highest-scoring bidders from Stage 1 will progress to Stage 2.

Stage 2 will include:

  • Electronic submission of a presentation
  • Virtual Teams presentation
  • Interview questions

Scores from both stages will then be combined to identify the highest-scoring bidder.

Procurement Procedure

The opportunity is being procured through a Competitive Flexible Procedure under the Light Touch regime and Provider Selection Regime.

The procurement represents a significant commissioning opportunity for organisations experienced in supporting people facing homelessness, substance misuse, mental ill health and wider multiple disadvantage. The successful provider will be expected to combine direct support with system leadership and collaboration across Greater Manchester’s wider Inclusion Health services.
