Norfolk County Council Public Health is seeking providers to deliver a community-based Level 2 Sexual Health Service covering the South Norfolk and Breckland locality.
The service will build on existing primary care-based sexual health provision, expanding local delivery to include the assessment, testing and treatment of symptomatic but uncomplicated sexually transmitted infections (STIs).
The Council intends the service to improve access to sexual health support, particularly for people living within rural and geographically dispersed communities, while integrating with existing sexual health pathways and referral arrangements across Norfolk.
Providers expressing an interest will need to demonstrate an appropriate delivery model and geographical footprint for South Norfolk and Breckland, alongside the workforce, clinical capability and governance arrangements required to provide the service.

The contract has an indicative annual value of approximately £103,500, giving an estimated total value of £414,000 across the four-year term.
The contract is expected to operate using an activity-based payment model. There are no renewal provisions or contract extension options disclosed within the notice.

The procurement is being undertaken using Direct Award Process B under the Health Care Services (Provider Selection Regime) Regulations 2023.
Under this process, the number of providers is not, or cannot be, restricted by the relevant authority. Contracts will be offered to providers where an award can be made and they meet all requirements relating to the provision of healthcare services to patients.
The Council has confirmed that a framework agreement is not being established.
Applications will be considered as they are received, with applicants either awarded or not awarded a contract as applicable.
The procurement will be managed electronically through Norfolk County Council’s e-procurement system.
Providers must register on the system before participating. Once registered, organisations can locate the procurement within the tenders section and express an interest.
After expressing an interest, providers are required to confirm their interest through the system’s correspondence function, after which the required procurement documents will be issued.
The opportunity provides a four-year route for suitably experienced sexual health providers to support improved access to local STI assessment, testing and treatment across South Norfolk and Breckland, with particular emphasis on accessible provision for rural and geographically dispersed communities.
