Winter Night Shelter

Medway Council is seeking a provider to deliver a Winter Night Shelter for residents requiring overnight refuge during the winter months.

The service will provide overnight accommodation at premises where entry and exit can be controlled and which are accessible to Medway residents. The Council requires the premises to include appropriate overnight facilities, including toilets, separate sleeping areas for males and females, individual bedding storage for each client, and suitable office space for overnight staff.

The contract is intended to operate annually from 1 December to 31 March over three consecutive winter periods.

Delivery Length – 1 December 2026 to 31 March 2029, with the service operating annually from 1 December to 31 March during 2026/27, 2027/28 and 2028/29

Tenders will be evaluated using the following weighting:

• Quality (Technical Questions) – 80%
• Price – 15%
• Social Value – 5%
