P-1584 – A Foyer Provision

Manchester City Council is seeking a provider to deliver a short-term supported accommodation service for young people aged 16–25 who are homeless, at risk of homelessness, or transitioning from care.

The Council is looking to commission a supported accommodation service based on the Foyer model, providing an integrated approach that combines safe, high-quality accommodation with education, training, employment, personal development, and health and wellbeing support.

The service is intended to help young people achieve greater independence, secure and sustain appropriate accommodation, improve their wellbeing, and engage in meaningful education, employment, or training.

The commissioned provider will be expected to deliver an outcomes-focused, strengths-based, and trauma-informed service, with a strong emphasis on early move-on planning and the prevention of repeat homelessness.
