Cardiff and Vale University Health Board Awards Prevention and Early Years Schemes Funding

Cardiff and Vale University Health Board has awarded funding for three prevention and early years schemes aimed at reducing health inequalities and improving long-term wellbeing across Cardiff and the Vale of Glamorgan.

The initiatives focus on early intervention, community engagement and improving access to preventative health and wellbeing services, with delivery being undertaken by Cardiff Council and Vale of Glamorgan Council.

The funding supports three separate programmes covering early years health, community volunteering and engagement with ethnic minority communities.

Healthy and Sustainable Pre-School Scheme

The first scheme, awarded to Cardiff Council, is valued at £30,000 and will support the Healthy and Sustainable Pre-School Scheme.

The programme works with childcare settings across Cardiff and the Vale to promote healthy eating, oral health and physical activity among pre-school children. The initiative also provides training and resources for staff while encouraging family engagement and supporting healthier environments for young children.

Enhanced Time Credit Approach

The second scheme has been awarded to Vale of Glamorgan Council and is valued at £42,800.

Using a time-banking model, the programme encourages volunteering within disadvantaged communities, enabling participants to earn credits that can be exchanged for wellbeing-related opportunities. The scheme aims to tackle social isolation, improve wellbeing, build skills and support environmental and community initiatives.

Ethnic Minority Engagement Programme

The third scheme, awarded to Cardiff Council, is valued at £37,000.

Building on partnerships developed during the pandemic, the programme aims to improve access to preventative healthcare services within ethnic minority communities. Initial priorities include increasing uptake of childhood immunisations and bowel cancer screening through culturally appropriate engagement, communications and community-based activities.

Supporting Prevention and Reducing Health Inequalities

The three schemes will run from 15 June 2026 until 31 March 2027 and form part of wider efforts to improve health outcomes through preventative interventions and community-led approaches.

Cardiff and Vale University Health Board stated that the arrangements are funded through grant agreements rather than public contracts. The organisations receiving funding will deliver activities aligned with their own public service responsibilities rather than providing services for the direct use of the Health Board.

The awards were made under an exempted contract provision and were published through a transparency notice as a matter of best practice.
