Leeds City Council Awards Dementia Day Care Services Contract

Leeds City Council has awarded a contract to Methodist Homes (MHA) for the provision of support and personal day care services for people living with dementia.

The service is designed to help people with dementia remain independent for longer by providing person-centred day care that reduces social isolation, improves health and wellbeing, and offers meaningful activities tailored to individual needs. The service also acts as a gateway to wider support services and provides respite for unpaid family carers.

The contract is valued at £928,950 and will commence on 1 July 2026, running initially until 30 June 2027. The council has the option to extend the agreement for up to a further 48 months, potentially taking the contract through to 30 June 2031.

The award was made through a direct award process under the Light Touch Regime, with Leeds City Council citing technical reasons and an absence of competition as justification.

According to the council, consultation with unpaid carers demonstrated strong support for retaining the service at Bay Tree Resource Centre, which is owned and operated by Methodist Homes. Responses highlighted the importance of the specialist environment and facilities provided at the centre, and concerns about the impact of relocating the service to alternative premises.

The council also noted that there are no comparable purpose-built facilities currently available in the north-east Leeds area and that developing an alternative site would involve significant cost and disruption.

Supporting Independence and Wellbeing

The service aims to improve quality of life for people living with dementia by providing structured activities, social interaction and personalised support in a dedicated environment. In addition to supporting service users, the provision offers valuable respite opportunities for family members and other unpaid carers.

The contract continues an established service model that Leeds City Council believes best meets the needs of local residents living with dementia.
