Provision of housing related support for people living at An Lac House in Cambridge
Cambridgeshire County Council
Location: North West of England
Wigan Council is seeking a provider to deliver an Integrated Drug and Alcohol Prevention, Treatment and Recovery Service for Adults and Young People through a whole-system, neighbourhood-based model that supports individuals, families and communities across the borough.
According to the Council, the service will adopt a whole family approach, delivering a comprehensive harm reduction offer while working closely with safeguarding partners and the wider system to reduce hidden harm, prevent drug and alcohol-related deaths, and improve outcomes for children, young people, families and local communities.
The new model is aligned with Progress with Unity and the borough’s Community Health Improvement Transformation programme. The Council intends to move away from traditional service-led delivery towards a relationship-based approach that places greater emphasis on prevention, early intervention and reducing health inequalities.
Working alongside health, social care, voluntary and community organisations and criminal justice partners, the successful provider will act as a system leader, ensuring support is visible, accessible and embedded within neighbourhoods. Recovery workers will be based within local communities and supported by flexible outreach, in-reach, drop-in provision, and coordinated evening and weekend services to help people access support as early as possible.
The service model places equal emphasis on prevention, treatment and recovery. Prevention activity will include workforce development, brief interventions, screening, trauma-informed practice and early identification of need. Treatment will comprise evidence-based clinical and psychosocial interventions integrated with mental health, housing, employment, sexual health and criminal justice services. Recovery support will begin from first contact and focus on improving long-term health, wellbeing, housing, employment, independence and social connections.
The Council has also confirmed that the service will prioritise reducing inequalities, improving access for vulnerable and underrepresented groups, and embedding lived experience throughout service design, delivery and continuous improvement.
