Rochdale Borough Specialist Health Improvement Service – Invitation To Tender

Rochdale Borough Council has launched a procurement for the Rochdale Borough Specialist Health Improvement Service – Invitation To Tender under the Competitive Process of the Health Care Services (Provider Selection Regime) Regulations 2023.

The contract seeks a provider to deliver specialist health improvement services across the borough from April 2027, with the opportunity extending for up to five years including extension options. The procurement is being managed through The Chest portal and is open to organisations that can meet the requirements set out within the Invitation to Tender documentation.

Evaluation Criteria

Tenders will be evaluated using the following weighting:

  • Quality and Innovation – 25%
  • Safeguarding – 10%
  • Value – 10%
  • Integration, Collaboration and Service Sustainability – 10%
  • Improving Access, Reducing Health Inequalities and Facilitating Choice – 15%
  • Social Value – 20% (10% Quantitative TOMS and 10% Qualitative)
  • Interview and Presentation – 10% (Interview 5%, Presentation 5%)

Participation Requirements

Legal, financial capacity and technical ability requirements are detailed within the Invitation to Tender documentation.

The opportunity is identified as being suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, community and social enterprises (VCSEs)

Procurement Information

The procurement is being conducted under the Competitive Process of the Health Care Services (Provider Selection Regime) Regulations 2023 using an open, light touch procedure.

All clarification questions must be submitted through the Messages section of The Chest portal by 17 August 2026 at 12:00 noon. Tender submissions must be made electronically via The Chest portal, while Social Value (TOMS) submissions must be uploaded separately through the Social Value Portal by 14 September 2026 at 12:00 noon.

The contract represents a significant opportunity for organisations delivering specialist health improvement services to secure a long-term agreement with Rochdale Borough Council.
