Provision of A Young Persons Service

Bridgend County Borough Council is seeking providers to deliver a range of housing-related support services for young people through three separate contracts. The services are designed to support young people who are homeless or threatened with homelessness, helping them develop the skills and confidence to live independently while addressing wider housing-related support needs.

The services will build upon existing provision and support vulnerable young people experiencing issues including homelessness, debt, employment, tenancy management, substance misuse and mental health. The procurement is intended to support the vision of the Welsh Government Housing Support Grant and contribute to the aims of the Housing (Wales) Act 2014, the Social Services and Well-being (Wales) Act 2014, the Well-being of Future Generations (Wales) Act 2015, and the Council’s Homelessness Strategy.

The procurement has been divided into three lots:

  • Lot 1 – Supported Accommodation for 16 and 17 year olds
  • Lot 2 – Supported Accommodation for 18 to 21 year olds, Step Down Accommodation and Floating Support for 16 to 24 year olds
  • Lot 3 – Mediation and Advocacy Service for Young Persons aged 16 to 25 years

Lot 1 requires a minimum of 13 supported accommodation units with on-site support available 24 hours a day, 365 days a year. Services must be delivered within a Psychologically Informed Environment (PIE) using a trauma-informed approach and supporting young people to develop the skills required for independent living.

Lot 2 requires a minimum of 23 accommodation units, including one emergency bed, alongside step-down accommodation and floating support. Providers will support young people to achieve independent living through person-centred support and multi-agency working.

Lot 3 will provide integrated mediation and advocacy services aimed at preventing homelessness, rebuilding family relationships where appropriate, and providing independent information, advice, representation and support to young people.

Deadline – 9 September 2026

Contract Value – £4,840,000 (excluding VAT)

Delivery Length – 11 January 2027 to 10 January 2030, with the option to extend for a further 12 months, subject to funding and approval.

Evaluation Criteria

All three lots will be evaluated using:

  • Quality – 80%
    • Method Statement Questions – 50%
    • Interview – 30%
  • Price – 20%

Participation Requirements

The opportunity is identified as being particularly suitable for:

  • Small and medium-sized enterprises (SMEs)
  • Voluntary, Community and Social Enterprises (VCSEs)

Providers may bid for one, two or all three lots. Successful providers will be expected to work collaboratively with the Council and other commissioned providers to deliver consistent and seamless services.

Regulatory and Service Requirements

Services must align with Welsh Government public procurement standards and meet all technical specifications contained within the procurement documentation.

Support services are required to adopt Psychologically Informed Environment (PIE) principles and trauma-informed practice, recognising the impact of Adverse Childhood Experiences (ACEs). Providers must demonstrate compliance with all qualification, technical, interview and pricing requirements set out within the tender documentation.

This opportunity provides housing-related support providers with the opportunity to deliver accommodation, floating support, mediation and advocacy services that help prevent homelessness and support vulnerable young people to achieve greater independence across Bridgend County Borough.
