West Lothian Council Awards £3.98 Million Learning Disabilities Care Home Contract

West Lothian Council has awarded a £3.98 million contract for the provision of a seven-bed residential care home for adults with learning disabilities within West Lothian.

The service provides accommodation, care and support for seven adults with learning disabilities who require registered residential care. According to the council, the requirement is linked to the availability of suitable Care Inspectorate-registered accommodation within West Lothian, with no alternative registered residential accommodation in the area capable of meeting the requirement.

The contract has been awarded to Livingston Homereach with a total value of £3,980,000 excluding VAT.

The contract was awarded on 3 June 2026.

The procurement was undertaken using a negotiated procedure without prior publication of a contract notice under Regulation 33(1)(b)(ii) of the Public Contracts (Scotland) Regulations 2015. The council stated that competition was absent for technical reasons and that there was no reasonable alternative or substitute capable of meeting its requirements.
