Cornwall Council is inviting tenders for the delivery of a Parents as First Teachers (PAFT) service as part of its Early Help and Family Hubs offer.
The service is an evidence-based, trauma-responsive home learning programme designed to support families in improving children’s early development, strengthening parent-child attachment, and enhancing the home learning environment. The programme will provide targeted home-based support to families considered to be at greater risk of poorer outcomes, with a focus on improving school readiness and reducing inequalities.
Delivery will prioritise families in Camborne & Redruth and St Austell, Newquay & Clay Country, particularly those with children aged 3–4 years, children with emerging or confirmed Special Educational Needs and Disabilities (SEND), families with limited access to funded childcare, and those experiencing trauma or adversity.
Support will be delivered through structured home visits using the accredited Parents as First Teachers curriculum, working alongside Family Hubs, Health Visiting, Speech and Language Therapy, Early Years Inclusion, and other Early Help services.
The contract has an estimated value of £400,000 excluding VAT and will run from 1 October 2026 until 31 March 2029.

The successful provider will deliver an evidence-based home learning programme aimed at improving children’s early development and supporting positive parent-child relationships. The service will focus on targeted families across priority areas of Cornwall and work collaboratively with Family Hubs, Health Visiting, Speech and Language Therapy, Early Years Inclusion, and wider Early Help services to provide coordinated support.
The opportunity is particularly suitable for small and medium-sized enterprises (SMEs) and will be procured through an open procedure.
